Get in line, go through the system and I'll welcome you with open arms. It's the idea that 12-20 million people can just screw the system over that pisses me off. With all that is bad in the bill I simply have a hard time believing that Bush knows everything there, or is so desperate for some sort of non-iraq legacy that he will sign any bill he can.
